Calidad democrática y Participación Ciudadana

Abstract

[ES] En este proyecto sobre Calidad democrática y Participación Ciudadana se observará, en primer lugar, un contexto histórico en el que juristas y politólogos relevantes consideraron aquello que debía ser la democracia, así como –desde una perspectiva europea– la evolución de la gobernabilidad de distintos países y los mecanismos que estos utilizan para involucrar a los ciudadanos en la toma de decisiones del país. Se analizará la posición de España, desde la época franquista, pasando por la transición y la Constitución, con las bases democráticas que en esta se introdujeron, además de mecanismos como la iniciativa legislativa popular y los nuevos métodos utilizados a nivel local en algunos ayuntamientos con el objetivo de brindar de mayor seguridad al ciudadano acercando las instituciones a su vida diaria, dándole así la oportunidad de exponer sus opiniones, críticas e ideas de mejora de su ciudad.

[EN] In this project on Democratic Quality and Citizen Participation I will, firstly, provide the historical context in which relevant jurists and political sicentists envisioned democracy as well as observe what they considered democracy should be. In addition, from a European perspective, I will look into the evolution of the governability of different countries as well as the mechanisms used to allow their citizens to be involved in the decision-making processes that take place. The position of Spain will be analyzed, from the Franco era to the transition stage and the Constitution, by means of which the democratic basis was laid out. In conjunction with this, mechanisms like popular legislative initiatives and other methods that operate at the local level in some townhalls will also be analyzed, including the way these aim at providing the citizens with better access to institutions and opportunities to voice their opinions, criticism and suggestions.
