LA TRANSPARENCIA EN LAS DIPUTACIONES PROVINCIALES: UN ESTUDIO COMPARADO

Abstract

[ES] El presente proyecto fin de grado gira en torno a la Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno y su aplicación en las Diputaciones Provinciales. El objetivo es demostrar que a pesar de tratarse de entes del mismo tipo aplican la ley de distinta forma, por lo que hemos estudiado los portales de transparencia de dos diputaciones distintas y hemos comparado los resultados con lo establecido en la ley, además de utilizar los datos ofrecidos por Transparency International en sus índices INDIP. A su vez analizaremos la necesidad de la transparencia para un buen gobierno y generar confianza en los ciudadanos. Relacionaremos el debate existente que existe a favor o en contra de las diputaciones con la necesidad de una mayor transparencia, ya que esta está siendo muy demandada a las diputaciones por parte de los ciudadanos que no se sienten unidos a ellas.

[EN] This final degree project revolves around the Law 19/2013, of December 9, transparency, access to public information and good governance and its application in the Provincial Councils. The aim is to show that despite being of entities of the same type apply the law differently, so we have studied the transparency portals of two different councils and have compared the results with the provisions of the law, in addition to using data provided by Transparency International in its indices INDIP. In turn we discuss the need for good governance transparency and confidence in citizens. We will link the existing debate that exists in favor or against the provincial councils with the need for greater transparency, as this is being highly demanded by the provincial councils of citizens who do not feel attached to them.
