ESTUDIO DEL PROCESO DE DESARROLLO ECONÓMICO LOCAL EN EL ALTIPLANO SUR DE BOLIVIA. EL “BOOM” DE LA QUINOA.

Abstract

[ES] Abordaremos un doble análisis; estudiaremos el “boom” mundial de la quinoa en los mercados y como este auge ha incidido notoriamente en el desarrollo económico local del Altiplano Sur siendo una región culturalmente ligada a la producción del cultivo. Veremos como la comunidad ha tratado de enfrentar sus deficiencias de ámbito territorial de un modo alternativo, adoptando una política de desarrollo local bajo la implementación de normas comunales. A su vez, la creciente demanda de quinoa ha provocado fuertes cambios en los patrones productivos locales para satisfacer las exigencias de los mercados. Estos cambios ocasionan problemas sociales y medio-ambientales preocupantes, siendo los propios habitantes de las comunidades partícipes, y, a la vez, víctimas. De este modo, analizaremos la importancia del auge de la quinoa como motor del desarrollo económico local de la región, ahondando principalmente en el proceso endógeno, y en el peligro de la sostenibilidad del cultivo y los retos locales planteados en la actualidad.

[EN]We will address a double analysis; studying the global boom of quinoa in the markets and how this boom has notably influenced the local economic development of the South Altiplano, wich is a region culturally linked to the production of the crop. We will see how the community has tried to deal its territorial deficiencies in an alternative way, adopting local development policies under the implementation of communal norms. In turn, the growing demand for quinoa has led to strong changes in local production patterns to meet the demands of the markets. These changes cause social and environmental problems of concern, entailing the inhabitants of the communities to be both participants and victims. In this way, we will analyze the importance of the quinoa boom as the engine of the local economic development of the region, focusing mainly on the endogenous process, and the danger of the sustainability of the crop and the local challenges posed today.
