¿ES EL SENADO UNA CÁMARA NECESARIA EN EL ESTADO AUTONÒMICO? POSIBLES REFORMAS O ALTERNATIVAS A LA CÁMARA ALTA EN EL MODELO CONSTITUCIONAL ESPAÑOL

Abstract

[ES] El presente trabajo se centra en la Cámara del Senado y aborda las diferentes tesis que se barajan sobre la conveniencia de su modificación o supresión. Comenzaré explicando una breve historia de la Cámara del Senado, su funcionamiento y composición en la actualidad, desarrollando una serie de argumentos por los cuales podría ser necesaria la Reforma del Senado. Con este objeto, he comparado y analizado las posibles reformas y/o alternativas que se podrían plantearse para nuestra Cámara Alta y las consecuencias que estas tendrían. Las posibles alternativas desarrolladas en el trabajo son, la de reformar el Senado ampliando sus funciones para que pueda llegar a ser una cámara autonómica, la de convertir el Senado en una Consejo formado por los Presidentes de los Gobiernos autonómicos, por último, la posibilidad de suprimir el Senado y pasar a ser un sistema unicameral.

[EN] The present work focuses on the Senate Chamber and addresses the different theses that are discussed on the convenience of its modification or deletion. I will begin by explaining a brief history of the Senate Chamber, its functioning and composition today, developing a series of arguments for which the Senate Reform might be necessary. To this end, I have compared and analyzed the possible reforms and / or alternatives that could be proposed for our Upper House and the consequences that these would have. The possible alternatives developed in the work are to reform the Senate by expanding its functions so that it can become an autonomous chamber, that of converting the Senate into a Council formed by the Presidents of the Autonomous Governments, and finally, the possibility of abolish the Senate and become a unicameral system.
